According to 2004-2005 estimates, states with below national average literacy rates include the BIMARU states (Bihar, Madhya Pradesh, Uttar Pradesh, Rajasthan) and Jammu & Kashmir, Jharkhand, Karnataka, Arunachal Pradesh and Andhra Pradesh.
